Is the text still selectable in the PDF?
No — pages are rendered to images and re-assembled, which is also what makes the effect convincing.
How strong is the effect?
Deliberately subtle: brightness +2%, ±6 grey-level noise, 0.4° rotation and soft corner shading. It reads as "scanned" without hurting legibility.
